Following the publication by the Italian air safety board ANSV of the Milan Linate runway incursion accident report, it should be pointed out that adequate attention is given in the report of qualification deficiencies of the Cessna Citation crew in respect of low-visibility operations.

Similarly, an adequate review of the airport layout and operating system takes care of the pre- and post-accident course of events, including the abysmal existing regulatory frame, thus pointing to precisely identifiable responsibilities.

This is where the task of the accident investigator stops and others should carry the burden of remedial action, including (qualified) public opinion.
