International Launch Services’ Russian Proton booster carrying the EADS Astrium-built Arabsat 4A failed during launch on 28 February. The Breeze M upper stage shut down early in its second burn, stranding Arabsat in a useless orbit. The satellite’s own apogee motor may be able to raise the orbit slightly, but an $180 million insurance claim is expected.
