The US Federal Aviation Administration is to fine SabreTech $2.3 million for its role in the ValuJet McDonnell Douglas DC-9 crash in May 1996, which killed 110 people.

The fine is the largest ever proposed by the FAA for violation of hazardous materials shipping regulations. The agency says that SabreTech failed to prepare properly, package and identify unexpended chemical oxygen generators before returning them to ValuJet.

The US National Transportation Safety Board ruled the accident was caused by a fire in the aircraft's cargo compartment. The fire originated in illegally loaded oxygen generators.
