A consortium led by Israel Aircraft Industries (IAI) signed a $70 million contract with Turkey on 24 September for the upgrade of 48 Northrop F-5 fighters. IAI, teamed with Elbit and Singapore Aerospace, beat a rival bid from Sagem of France.

The upgrade, consisting of cockpit display, navigation and weapon system enhancements, will be performed at a Turkish air force base, with kits supplied by the consortium, which will supervise the work. The package was the basis for the Chilean air force's F-5 upgrade, and that of US Air Force T-38 Talons by Boeing, with IAI as a subcontractor.
